how do you plant and harvest garlic

How do you plant and harvest garlic? Mine are so small it is hardly worth the trouble. Also, do widows tears bloom all summer and, if yes, why did mine stop blooming after 1 flower?

For the widows tears, they may need some phosphorus. Add some bone meal to the soil and see if this helps.
