Definitely wait until after flowering, it is said that cutting the flower heads off stops the plant diverting energy away from tuber production. If growing in the soil outside, wait approx a month then remove some soil gently and see how the tubers are doing. In potato sacks it is easier to feel down the inside of the sack and check on progress.
