I have noticed a substance under my oak tree on the ground in a ring formation all the way around my oak tree. How do you know if it is a sap cycle or pest infestation in the oak tree?

If it is not something you have seen your oak tree do before, it is likely pests. Also, sap tends to be thicker and amber in color and would not create a consistent circle around the tree.
