Unfortunately, typically, physical control is the most effective method. Digging shoots up as soon as you see them is the best way to get rid of bamboo, since it is immune to most herbicides.

You can boil water and pour it on each, new, occurrence that you see. This will kill each shoot set.

The only other option will be to purchase as strong of an herbicide as you are allowed to purchase, and keep a diligent eye on new shoots.
