How Do I Strengthen Peony Plants ?

Question

I have very old peonies and have tied them because of their very weak stems How do you help their stems get stronger ?? i have really never done anything to them they are just there. My mother had plants along a 70 foot driveway and they never fell over .Mine are along the neighbors wood fence and I have tied them but they don’t seem to bloom as well. Plants are about 5- 10 feet apart and a few are maybe 6 plants total.
