Q.How Do I Overwinter New Guinea Impatiens?
I am overwintering new guinea impatiens in two ways. First I am rooting dozens of cuttings in water. Second , I have cleaned the root balls of several plants and cut down the stems. My question is when I wrap the root balls in newspaper should I let the roots completely dry out or do they need to be moist before wrapping them up?

Unfortunately they can not be put into dormancy, safely. They need to keep on growing as they would outdoors. If they haven't dried out, then you can try and replant them. You'll need to grow these as a houseplant, as impatiens will not overwinter. It may be best to plant some of your cuttings, as well.
