Q.How Do I Overwinter Lavender W/ 20- (below) Winters?

I live in Iowa in zone 5a where our winters can drop as low as 20-degrees below zero. I have never got my lavender to survive one of our winters despite getting the Phenomenal Lavender that’s suitable to hardiness zone 4. I was wondering if you had any advise for getting lavender to survive such cold temperatures? Some winters we are even hit with a polar vortex! Thanks.
