How Do I Keep A Potted Plumeria From Growing Too Tall?

I am in Canada so my potted plumerias have to be taken inside for the winter. I started off with two small sticks about 20 years ago, since then I have made cuttings three times and repotted them. One died over the summer, we had too much rain and it drowned, two of them are ok about 18 inches tall and going dormant in the basement. I have this big one with two main branches, about four feet tall; each branch has split into a Y and two of the branches are now sprouting new branches. The plant is getting to big for me to handle going in and out of the house, so I want to make cuttings. The problem is whenever I have repotted the cuttings, the plant goes crazy, makes a very long stem but rarely flowers. How to I keep the plant short and get it to flower more often?

Unfortunately, there isn't much to be done about the height of the plant, other than proper pruning and feeding at the correct times. Taking cutting, and starting over on occasion like you do already, is one of the most common ways to keep this plant manageable.
