These seeds will require a couple of months in dry storage below 40 degrees F. The chill period is necessary to break dormancy, and even then, most will fail to germinate. Once the chill hours are fulfilled, you can plant as you normally would.
Tulips will NOT grow true to seed, and you should expect the plants that make it, if any, will not resemble the parents in any way.
The best way to propagate Tulips will be asexually, by division.
