How Do I Get Roots On A Tree Cutting

I took several cuttings from a local apple tree. Took them at the beginning of spring. Rubbed them in rooting compound and kept them in water. Each cutting is still alive, has produced leaves etc, but no sign at all of any roots forming even several months on. What have I done wrong? Or is there something else I can do to encourage root growth?
