How Do I Get Rid Of Scales?

I have “scales” that are eating my cactus and have literally killed my plants. I had been using Neem Oil but it didn’t work. Please help!!

Did you use the Neem oil for a month or more? They are hard to eliminate because of the hard shells. You can try picking or lightly rubbing them off or swabbing them with rubbing alchohol. Here are more tips:
