I have grape vine plants that are invasive and want to remove them from the garden. They’re mixed in with desirable shrubs and plants so I don’t want to use an herbicide.

Without chemicals, diligence will be your only option. Cutting all new instances of the plant, and keeping them cut as they appear will kill them over a few years.
Let up a little in routine, and they will be back full force.
