eradicate Mexican bird of Paradise

How do I eradicate Mexican bird of Paradise that is growing in my water lines? I want to kill the Mexican Bird of Paradise and it seems impossible…..not even Round up is killing it.

Since Round Up is absorbed through the leaves, apply it in this manner.
It then works it’s way down to the roots.

From my research this will take several applications and time.
