Q.How Close to Plants Should 65 Watt Grow Light be Placed

I have two 65-watt spot grow lights with round light reflectors. Should the lights be placed 3 to 5 ft. high or closer to my plants? My plants are mixed plants from orchid, fruit fig, to tulips and wisteria (in attempt to train as bonsai). I have them set to similar heights. Thank you, any suggestions will be appreciated.

Most lights can be safely used within 12-18 inches from plants, especially those with lower wattage.
