How Can I Transplant Tulips While They Are Blooming

There are tulips in the empty lots by my house and by the time the tulip flowers wither, the weeds in the lots will have been mowed off two or three times and I will not be able to find the tulips to dig them up. I need to dig them up now. How do I go about it?
