How Can I Get Rid Of Aphids On My Honeysuckle? I Spray With Neem But It Does Penetrate The Closed Buds

I pre treated the plant at the start of the growing season but ots still covered and now affecting other plants in the garden…which i also treat with Neem oil. What else can I do?
