+How Can I Eradicate Plum Sawfly?

Question

I can’t spray when in bloom because of soft fruit underneath. I can’t dig the soil underneath as most of ground is cement slabs and granite chippings. I think I need something to soak the ground underneath to kill the dormant bugs. What can I use and any other ideas?
