Q.How Can A Tree Dead Inside Out Bloom Fully?

20+ year old tree very large maybe oak. Fully blooms every year, from early spring to very late fall. Told dead from inside out. Confused!!!

It is possible. Here is information about tree bracket fungus, and the tree can go on living for years, however, there may be branch dieback, leaves dropping early, etc. Your tree should indicate some signs of trouble. If not, I would get another opinion.
