The flower shoots on my hostas have leaves. Can I cut and plant these?

No. The best way to propagate a Hosta is through division. Uproot the plant and carefully divide the into sections. Spring time is easiest because the roots and leaves are not as dense but summer is preferred, the heat will promote healthy root growth.
