Hose Sprayer

Can you tell me how much dry Schultz Bloom plant food I add to water in a 36 oz. hose sprayer to get the right proportion of water and food when I apply it to plants? When is the best time of day to apply a spray fertilizer? Any other things I need to know? Thank you for your help!
