Holly bush disease

Question

The leaves on our two variegated holly bushes look very similar to this. The bottom third of the bushes are healthy, but the leaves on the top two-thirds look just like this. Some of the leaves are completely brown. Do you know what it is and if/how it can be treated? Thank you.

This is Tar Spot on a Holly leaf.
