It could be that you have some insect that is starting to eat on the foliage. If the holes are actually cut out notches, it is likely cutter bees and they will leave things alone once done making their nests from the foliage. If they are holes though, you will probably want to spray the rosebushes down with an insecticide of your choice. Be sure to get up under the underside of the leaves/foliage too as they like to hide under there.
