Holes In Magnolia Leaves

Question

Hello Can you please help me and give some advice on my magnolia Sweetheart The tree has not being doing well for some time. I have cut back the dead wood and added a handful of sulphate if potash in March. Now I am faced with another problem. The leaves seem to be eaten by what I think are some black/bluish bugs. I have attached some images of the damage. Can you please give me some advice to save the tree.
