Q.Holes in leaves

I was at a local park and I saw this leaf with two holes in it and what looks like white paint around them. I cannot figure out what it is. I live in Southeast Texas near the Gulf Coast if that helps you narrow it down a bit. I have attached a big picture and a close-up.
