Q.Hibiscus white ‘paste like’ disease on stem

How do I control this white ‘paste like’ spreading disease on my hibiscus stems. It kills the leaves beyond this ‘infection’. I have been washing it off with soapy water and it doesn’t seem to recur in the same spot.
