My Hibiscus tree is not growing well. The flowers and the leaves are very small and I have tried fertilizing it and amending the soil. I do not see any pests on it at all. What else can be wrong and what can I do?

Hibiscus do need fertilizer, but over fertilizing or the wrong formula can actually burn the plants roots or inhibit flowering.
