Hibiscus is one of the plants that Japanese beetles prefer. These are shiny, part green beetles that are active for several weeks at this time of year. You can catch them with a hand-held vacuum and dump the contents into a pail of soapy water. Or you can go into the garden twice daily and sweep the beetles into a soapy water pail. If the infestation is really bad, get out there 3 times a day until they are under better control. If these beetles are an annual problem, think about treating the lawn for grubs at the appropriate time in spring. Grubs are the larvae of beetles. https://www.gardeningknowhow.com/plant-problems/pests/insects/get-rid-of-grub-worms.htm [2]
