Hibiscus in Pots Not Flowering

We have hibiscus is pots, which get the morning sun until noon. They have never flowered and have a lot of very thick leaves. What do we need to do to encourage them to flower? The leaves feel very thick and tough to touch, unlike others in the region.

It likely needs some more fertilizer, especially phosphorus which helps with blooming. Use a ‘bloom booster’ fertilizer or add some bone meal to the soil to help add some phosphorus.
