Hibiscus Dying

I have a hibiscus that I have had for years. As winter began this year, it kept blossoming even though most of the leaves turned yellow and fell off. Finally, I cut it way down and it started to get new growth. It was a beautiful plant with shiny leaves and giving me a blossom about every other day. Then about 2 weeks ago it stopped blossoming and the leaves got very dull in color. It just is not snapping out of this. I tried Miracle Gro for houseplants, thinking it just needed FOOD, but to no avail. I noticed on the stem part just before the leaves a spider web effect. Now that is gone but it just looks sick. Any suggestions?
