Hibiscus – Do They Bloom All Season

Can they be planted, and will they winter successfully when planted in Knoxville, TN?

They do bloom nearly all summer.

Whether you can plant it out depends on what kind it is. Hardy hibiscus (e.g. Rose of Sharon) can be planted out where you live and does well in the ground. Tropical hibiscus though cannot be planted in the ground as it needs to be brought in for the winter.
