Is the hibiscus bush a perennial, and will it return next spring? Also, how tall will it get?

They are perennial. But whether they will survive outside will depend on if they are tropical (can not survive frost) or not. There are varieties of both. Tropical hibiscus will need to come inside for the winter in order to live year round.
