Q.Hibiscus Buds Holes

I am adding images of hibiscus buds that have holes drilled in them. Not sure what is causing these holes in the buds. I have not seen any bugs nearby, not sure if the squirrels or rats are causing them. Buds were flowering well a few weeks back, but now I am having this issue. A few months back, okra had a similar issue and I stopped growing okra. Kindly advise.

Caterpillars and Japanese beetles can attack hibiscus buds.
Hibiscus and okra are related plants, so it could very well be the same pest attacking both. Here are some other insects that can attack okra:

You may also want to contact your local extension service, since they will know about the common pests in your area.
