It is possible that you have thrips or some other pest. They are hard to see and can either prevent blooming of buds or result in distorted flowering. It could also be fungal related. Neem oil should help take care of either issue. In addition, you may want to add some bone meal to the soil to help improve the overall flowering of your plant.
