Leaves are being eaten on hibiscus. Also, some cottony looking web on some leaves. What is a good all-purpose spray for hibiscus?

It sounds like you have either mealybugs or possibly scales, which are closely related to mealybugs. The insect forms a cottony mass on the lower sides of branches.
