Hibiscus

I have an outdoor hibiscus that has dead or dying branches on it. It has blooms on it in some areas, but the dying branches seem to be winning. We had a very wet winter here in Southern California, and I was wondering if it was because of too much water. I was planning on having someone cut it way back and perhaps try something to perk it up. Do you have any suggestions as to how to bring this bush back to full life? Thank you.
