Q.hibiscus
I moved and there is a hibiscus shrub in the yard. It is constantly blooming, but there is thick green scale on branches and where new stems branch off. I was going to cut away the branches, but I did not know if I need to wait for a specific time. It is spindly, I would like to top it off to make it more compact. Also, there 1 branch with rolled up dead leaves and what looks like spider webbing. I never cared for outdoor plants, this is the first time I trying gardening.

I would treat the plant with Neem Oil.
