double foxtail palm in winter

Would a double foxtail palm survive New Jersey shore winters? We are thinking about adding a double foxtail palm to our landscape along the New Jersey shore. Would this tree be able to tolerate the cold wind of our region?

Foxtail Palms are hard in zones 10 and 11.
They would not survive freezing temperatures.
