Help with struggling Dogwood

My well established Dogwood is struggling to leaf out this spring. It is mid-June and it is trying to leaf out but barely. Is it just a result of a harsh winter? Will it recover on its own? Should I do something to help it?

To answer your first question, the probability is that the winter weather did affect your dogwood, and probably it is a cultivar that is not quite as winter hardy as some others. You should prune off any dead branches. If your tree can recover it will, though it may take 2 or 3 years.
