Q.Help! My Rose Bush Won’t Flower – Should I Prune Back Excess Growth?
My rose bush is not flowering this year. It has produced lots of red leaves but no flowers! Some buds have appeared but they won’t open. I have read that this could be due to over fertilising, but don’t know how to fix this if this is the case? Should I prune back the leaves even though it’s late in the season for pruning? I’ve also noticed some white patches on the stems which could mean the plant has some fungi infection? But don’t know how to fix this, or if this could be the issue?

Hm... I notice that it looks like what appears to be scale insect or its relatives. This would, definitely, cause infecitons.
I would treat with insecticides after removing as many of them as you can, by hand (Or with a cloth).
