Q.Help identifying pest

These bugs are eating my plants up. They are biting me and my dogs, they are very tiny and black specks. And itch like nothing I’ve encountered before. They don’t run or jump so I know it’s not fleas or nothing like, plus they are way smaller. Thought they could possibly be thrips but they do not have wings and do not try to get away or even move when they are on me. I’m truly baffled please help!

I would check with your local County Extension Office to see if they know what is happening in the area. If your having an issue, it's likely the region is seeing this insect.

Thrips would also be my guess, but it's too tiny to see!
