Q.Heirloom Tomato Seeds Have Germinated And Planted In Small Cups. But No Plants Yet

Do I keep the soil wet? Should I cover with something? Plastic? They are in a window.

I might be a little confused. If they are germinated, they should be visible above the soil level. If not, then they have not germinated yet and will need more time. Generally, soil being too wet or dry will keep them from germinating properly. The soil must be slightly moist.
