Hebe not flowering

Question

I planted 30 hebes last year – Annie’s Winter Wonder. They never flowered last year and do not look like flowering this spring either.

You could have excess Nitrogen in the soil, this will inhibit flowering.
You can try adding a Phosphorous rich fertilizer such as Bone Meal.
