Heat Zone for Ca

Question

The heat zone for CA is 9 but southern part of CA is a lot cooler than the north, and I’m in Fresno, which is central. My question is should I buy plants for a higher zone? Summer is always over 100 degrees. I had a hard time keeping plants alive. And I think that the whole state should not have the same zone. . . Thank you
