Have I Killed My Japanese Maple?

Reported around 6minths ago, maybe longer. Has not started to regrow. Did I make a mistake?

You can tell if it is still alive by scraping off some bark from the trunk or a stem. If it is green underneath, it is still alive. Did it have winter protection from cold winds or excessive cold? It may have suffered winter damage. These articles should help:
