potato plants that look like they got sprayed and wilted

I have about 8 potato plants that look like they got sprayed and wilted, having a lot of rain here in NW Ohio. Plants are about a foot tall and were nice and green, healthy looking and the wilt is just scattered among the row.

It could be potato wilt.
