Without photos, and a very detailed description of the plant, its surroundings, care, and climate that it is exposed to, it would be very difficult to give you a good answer.

Climate is humid…in Colonial Heights VA. Sandy/loan soil. Acidic soil. Drains well. Partial shade with afternoon sun. Planted near a small water fountain. Leaves look reasonably healthy. Plants have been slow to produce new growth. Have attempted several times to submit pic, but always fails on website.

That is quite odd. It sounds like a perfect environment. It is unfortunate that a photo will not upload, since that may give me a hint at what is going on.
