Have 2 Large Bags Of Micro-shredded Paper; Can I Use It As Mulch In My Flower Garden?

My recycling service will no longer take our shredded paper for recycling. I was wondering, since the paper is micro-shredded into little bits of paper, could I spread it in the garden together with my cedar mulch and work it into the soil.

I would layer it under the cedar mulch. You also can throw it in the compost bin if you compost.
