Harvesting Viable Seeds

Question

Hello, my question is, in order to harvest viable seeds from peppers the pepper must be ripe, but can you harvest viable seeds from a pepper that ripens off the plant?

According to this article, the peppers must remain on the plant till completely ripe and starting to wrinkle.
