I just bought a Hardy Olive tree (-10 F). I’m in zone 7. When would be the best time to plant it?

You have time now to plant it before cold weather sets in. Still take some precautions such as planting it on the south or west side of the house and mulching well. And if you have an unusually cold snap, give it some winter protection. Here is more:
