Hardy Hibiscus Pests

I have an outdoor (hardy) hibiscus plant where some of leaves have holes in them. I have checked for aphids, but do not see any. What could the problem be and how can it be corrected?

It could be flea beetles or Japanese beetles. These articles will help:
